WINNERS AND LOSERS! After a record-breaking summer of spending in the Premier League, our reporters assess the lay of the land

The summer transfer window is over and a record £3.49billion was spent across the Premier League, with over £500m of that coming just on deadline day itself.

Transfer fees of over £100m have become commonplace in the Premier League, with Enzo Fernandez (£125m from Chelsea to Manchester City), Bradley Barcola (£123m from Paris Saint-Germain to Liverpool), Morgan Rogers (£117m from Aston Villa to Chelsea), Elliot Anderson (£116 from Nottingham Forest to Manchester City) and Sandro Tonali (£100m from Newcastle to Tottenham) all reaching that mark.

Eleven of the 20 clubs in the Premier League broke their transfer record this summer, with City the biggest spenders, splashing out £458m on new players - another record for a single window. Chelsea (£349m) and Tottenham (£302m) went big this summer, while newly-promoted Ipswich spent a staggering £171m.

All this spending doesn't guarantee success. There are bound to be some high-profile flops this season, while some clubs managed to miss out on their targets altogether. Here Mirror Football's reporters give their takes on the busiest summer of spending ever.

Manchester City. Enzo Maresca is trying to take over from Pep Guardiola, the best manager in Premier League history. He has to put his stamp on this team. They let legends go but have now brought in top, top quality. Elliot Anderson, Enzo Fernandez, Ayyoub Bouaddi, Iliman Ndiaye and the rest. They also got good prices on their sales. They must be laughing all the way to the bank with Savio. City now look like a team equipped to challenge for the title again.

Everton. No wonder the fans are up in uproar. I was looking at Crystal Palace and Fulham … but the way it ended for Everton leaves us in no doubt. They lost their talisman in Iliman Ndiaye. They could not get Folarin Balogun over the line. They look short of numbers, they look worse off and it’s going to be hard for David Moyes to progress this season.

Bruno Guimaraes. Arsenal took Newcastle’s club captain, their best player and a ready made Premier League midfield superstar and got him for £75m. The best midfield just got better. It’s great value and also you are adding quality in a crazy market. If only Arsenal had got a left winger, too…

Savio. Tottenham paid how much?! They overpaid on a raft of deals but this one stuck out by a mile. Sandro Tonali for £100m was huge. Mateus Fernandes at £85m? Are you sure? Well, Savio who rarely did anything but flatter to deceive is the biggest price of all. Yes, they had to pay big to get good players after two successive 17th place finishes. But wow.

Emiliano Martinez. He is fantastic business at £7.5m. A World Cup winner, a top class keeper at great value who is a game-changer for Chelsea. Robert Sanchez was not good enough and needed replacing. But they also have Mike Penders coming through. They can’t block his progress. This is just perfect and makes Chelsea potential title winners.

Bradley Barcola. The Frenchman has great stats for goals, assists and goal involvements generally. But if you actually watch him - remember watching games?! - then you will know that he can be frustrating and waste openings and chances. This is his big stage to deliver and I feel Liverpool are buying potential but also a player with a big to prove. And that’s good news. The other one is Mykhailo Mudryk. It’s a fascinating story.

If there is an Agents XI out there, they stormed this category. The Premier League’s Deadline Day is their Christmas Day - and then some.

It is tempting to see Manchester City as the big winners but any club that loses Rodri in a window cannot go lighting up the cigars. They might have got thumped at Old Trafford last weekend but I like the look of Ipswich Town’s business. Before their summer trading, they would have been seen as certainties for a relegation fight but the late capture of Zian Flemming completed a successful window.

It was Everton, obviously. After all, the worst-window competition is the only thing they have won in the past three decades. And they have won it regularly. Even so, to leave the manager with only one striker - and that striker being Thierno Barry - was spectacularly inept.

But a special mention should go to their neighbours. It is hard to say a window has been bad for a team that signed a £123m player from Paris Saint-Germain but Bradley Barcola is not what Liverpool needed. A central midfielder and a right-back were needed and did not arrive.

Considering the amount of money that is circulated, it is easy to be cynical about the transfer window, but there are some high-quality players moving for new challenges. Forget the price tag, Morgan Rogers is a brilliant acquisition for Chelsea and will ensure the anticipated title challenge materialises. James Trafford represents a game-changing piece of business for Leeds United but the signing that could well prove to be stellar is Ayyoub Bouaddi. It cost them enough money but Manchester City have a superstar on their hands.

This is a fiercely-contested category with plenty of candidates - and that is before we look beyond Tottenham Hotspur. Enzo Fernandez has become the first player to be transferred twice for fees of over £100m, which considering the baggage he brings and his limitations, is staggering. Liverpool have paid plenty for Bradley Barcola and Nottingham Forest ’s £50m for Liam Delap was distinctly excessive. But the most overrated and over-priced has to be Sandro Tonali. At £100m, it is hard to know what Spurs were thinking.

It is tempting to hail Emi Martinez - at £7.5m - as the bargain of the window but that might make the new Chelsea keeper even more unbearable, so we’ll park that. His fellow keeper, James Trafford, was an absolute snip at £40million for Leeds United and the same can be said for Hull City ’s £20m recruit in the same position, Konstantinos Tzolakis. But on the limited evidence of the season so far, Mamadou Sangare - who cost Brentford less than £40million - looks like the best pound-for-pound signing of the window.

Manchester City fans will love Ayyoub Bouaddi’s style and although Evertonians will not be too buoyant right now, Hayden Hackney’s progress should give them some positivity over the coming months.

Abdul Fatawu has already proven to be good to watch with Ipswich and despite reservations about the size of his transfer fee, Bradley Barcola’s progress will be intriguing. But simply because we don’t know what to expect, it will be fascinating to see what Matias Fernandez-Pardo can do at Newcastle United.

Chelsea bucked their status quo of recent times and actually did some of the best business.

The signing of Morgan Rogers is one to excite the fans, as is landing Emi Martinez, while Chelsea also managed to off-load Mykhailo Mudryk on loan and recoup a whopping £125m for troublemaker Enzo Fernandez. The comings and goings have been astonishing, even by Chelsea's standards, but the net result is a stronger and more balanced squad, on the back of still making a profit.

Aston Villa have had a summer to forget, which is baffling considering they won the Europa League to reach the Champions League. Heroes have vanished in the shape of Morgan Rogers, Ezri Konsa, Youri Tielemans, Martinez and Ollie Watkins. Villa have made some signings, but it's hard to see any of them replacing the quality which has gone. The strategy has been too drastic to allow Unai Emery to compete for a trophy and retain a place in the top four this season. Shambolic.

Emi Martinez has cost Chelsea just £7.5m, which in today's market, is peanuts. In return, Chelsea have got themselves one of the best goalkeepers in the business.

When it comes to signing keepers, Chelsea's recent record has been embarrassing. But they've struck gold this time. Martinez has all the experience in the world, having played in two World Cup finals and won one of them. He will make Chelsea much harder to beat.

The answer to this is simple. Savio runs him close, but Enzo Fernandez cost Manchester City a club-record £125m, which is mind boggling considering he's never challenged for a league title at Chelsea.

Fernandez is a decent footballer, but he's no Roy Keane or Patrick Vieira. What he actually is, is overpriced and overhyped. The fact he's now cost two English clubs more than £100m speaks volumes for how the game has lost its marbles, when it comes to the transfer market.

Mamadou Sangare is starting to resemble the most underrated signing of the summer. The midfielder, 24, has joined Brentford from Lens in a club record £39m deal. But in years to come the fee might feel like some of the best money ever spent by a Premier League club. The Mali international is already making an impact in the Premier League and is guaranteed to prove a heck of a bargain.
